Beijing Patent Attorney Association Research Shows Chinese Patent Drafting is 1/4 the Price of U.S. Patent Drafting

On September 23, 2021, the Beijing Patent Attorney Association  released a summary of fees charges for drafting various patent applications for the city of Beijing. Coincidentally, the American Intellectual Property Law Association (AIPLA) has just also just released their 2021 Economic Survey, which makes for an interesting comparison.  So, while fees have mainly remained flat in the U.S., fees in Beijing have increased significantly but are still about 1/4 of U.S. fees despite Beijing housing being twice as expensive as Washington, D.C.

Patent Application Type Beijing Fee (USD) AIPLA National Fee (USD) AIPLA Washington, D.C. Mean Fee (USD
Mechanical 2,358 10,000 9,298
Electrical 2,515 10,000 11,638
Chemical 2,673 10,250 13,273
Utility Model 1,336 N/A N/A
Design 550 1,500 1,431

According to 知识产权进行时, the current Beijing fees actually represent a 33.68% increase since 2016 compared to generally flat or decreasing fees per the AIPLA survey for new applications.  For example, per the AIPLA survey, electrical/computer patent application fees have been flat at $10,000 since 2006 while biotech/chemical patent applications have actually decreased from $12,000 in 2006 to $10,250 in 2020.
